Overview: When hiring employees in South Carolina, you must register for State Income Tax Withholding through the Department of Revenue (SCDOR) and State Unemployment Insurance (SUI) Tax through the Department of Employment and Workforce (DEW). Both registrations are required to stay compliant with payroll tax obligations.

Registration Steps

1. Register for a South Carolina Withholding File Number

  • Click on MyDORWAY

  • Review application instructions and click Next

  • Select Register a New South Carolina Business or Remote Seller

  • Choose the appropriate type of ownership from the dropdown menu

  • Complete the application form

You should receive your South Carolina Withholding File Number upon completion.

2. Create a Username and Password

  • Click Sign Up

  • Select Create Your Profile and follow the steps to create your user account

South Carolina State Unemployment Insurance (SUI) Tax

Registration Steps

1. Register for a South Carolina Unemployment Account Number

  • Click Employers

  • Under "I need to", select Register for an Account – Employers

  • Review the registration instructions and click Next

  • Create a Username and Password to begin registration

2. Authenticate and Log In

  • Click Employers

  • Under "I need to", select Authenticate My Account – Employers

  • Enter your Employer Account ID and PIN

  • After authentication, return to the homepage and log in under Log Into My Account > Employers
