Overview: If you're a new company or have an employee working out of New York and need to register for income or unemployment tax, that can be done through the New York Department of Labor website.

New York State Withholding and Unemployment Insurance

Registration Steps

Register for Withholding and UI Tax Accounts

  • Click Apply Online

  • Under “I Need a NY.gov ID”, click Register here

  • When prompted “Would you like UI-related mail to be sent to a payroll provider?” select No

  • Complete the full application for both withholding and unemployment


New York Disability Benefits Law (DBL)

New York State requires most employers to provide disability insurance coverage for employees who cannot work due to non-work-related illness or injury.

  • Disability premiums are funded through employee payroll deductions.

  • The deduction rate is 0.5% of wages, up to a maximum of $0.60 per week.

  • Buddy Punch will automatically calculate and withhold the required DBL deduction from employee wages.


New York City Local Withholding Tax (for NYC-based businesses only)

Registration Steps

Register for NYC Local Tax

  • Click Create One to begin registration

  • Answer the required questions

  • Click Register Taxpayer

  • Enter your business name and create login credentials
