Overview: If you're a new company or have an employee working out of Pennsylvania and need to register for unemployment tax, that can be done through various official Pennsylvania websites.

Combined registration for PA State withholding and unemployment tax
Go to Pennsylvania Online Business Entity Registration (PA-100) to complete the online registration
Select Enter
Select Register
Review agreement and select agree
Create a username and password
Complete personal contact information. Once done:
Account will be successfully created
You will receive an email with a confirmation code to confirm email address
Your User ID and Password are used to login to e-TIDES and other e-Services applications, and will personally identify you in the system
Click log in
Enter username, password and confirmation code from email
Click Create Application
Select New Registration
Follow and complete the remaining registration steps
Your Etides login will provide you access to your PA state withholding account

Once done, you can update your Buddy Punch Payroll account with your Pennsylvania Employer Account Number or contact Buddy Punch support for help to get that added.
Create a username and password for PA unemployment account
After you have received your Pennsylvania UC Account number:
Select new user
Enter name, Federal ID, and UC account number and click next
Create a username and password

Local Withholding Income Tax
Employers with worksites located in Pennsylvania are required to withhold and remit the local Earned Income Tax (EIT) and Local Services Tax (LST) on behalf of their employees working in PA.

Philadelphia and Pittsburgh may also require withholding for residents. Contact each agency directly for specific information.

How to Grant TPA Access—Pennsylvania Office of Unemployment Compensation
For Buddy Punch Payroll to achieve Third Party Administrator (TPA) Access for the state of Pennsylvania, an employer must complete the following actions:
Log in to UCMS
Click Employer Profile in the left sidebar.
Click on Manage Representative from the drop-down menu.
Select the Add New Representative link
The following will need to be completed three times.
Add our payroll partners' 10-digit ‘Representative Identifier’ (9318336670), today's date, select Contribution Rate Information, and then click Submit.
Add our payroll partners' 10-digit ‘Representative Identifier’ (9318336670), today's date, and select Delinquencies and Account Discrepancies then click Submit.
Add our payroll partners' 10-digit ‘Representative Identifier’ (9318336670), today's date, and select Filing Quarterly Reports and Adjustments, then click Submit.
Let your Buddy Punch Payroll representative know when this has been completed.
